什么是CPNP认证
出口欧盟化妆品必须有CPNP认证是欧盟委员会于2009年11月30日发布的关于化妆品的法规，法规规定自2013年7月11日起，CPNP认证是化妆品出口欧盟必不可少的认证。
CPNP全称TheCosmetics Products Notification Portal .是针对所有出口欧盟化妆的产品认证。
化妆品产品通知门户(CPNP)是一个在线通知系统，用于提交有关化妆品的某些技术合规性相关信息。
它的创建是为了实施关于化妆品的第1223/2009号法规(EC)，旨在协调该法规涵盖的28个欧盟成员国和4个EFTA国家
The Cosmetic Products Notification Portal (CPNP) is an online notification system created for the implementation of Regulation (EC) No 1223/2009 on cosmetic products. When a product has been notified in the CPNP, there is no need for any further notification at national level within the EU.
化妆产品通报(CPNP)是由欧盟化妆品法规EC No 1223/2009为实现化妆品监管而创建的一种在线通报系统。当一个产品已在CPNP上通报了,则不再需要在化妆品的销售国进行单独通报。
Regulation (EC) No 1223/2009 requires that the responsible persons and, under certain circumstances, the distributors of cosmetic products submit some information about the products they place or make ailable on the European market through the CPNP.
新欧盟化妆品法规(EC) No 1223/2009要求责任人,在特定条件下,化妆品分销商需通过CPNP提交将在欧盟上市或可能上市的产品的相关信息。
The CPNP is making this information ailable electronically to:
Competent Authorities (for the purposes of market surveillance, market analysis, evaluation and consumer information);
Poison Centres or similar bodies established by EU countries (for the purposes of medical treatment).

Products containing nanomaterials
The CPNP also contains a separate module for cosmetic products containing nanomaterials. This notification has to be done in addition to the notification under Article 13. If the European Commission has concerns regarding the safety of a nanomaterial, it may request the Scientific Committee on Consumer Safety to perform a risk assessment.

CPNP还包含一个单独模块以针对化妆产品中含纳米材料的。此项产品通报需根据法规13条通报外,如果欧盟委员会对某种纳米材料的安全性存在疑虑,将会要求欧盟的消费者安全科学委员会(SCCS)进行的安全评估。
