根据一般产品安全指令GPSD规定，生产商有责任确保在市场上销售的产品均属安全。这项规定适用于在市场销售的所有产品，或以其他方式向消费者供应的一切产品。根据下列几项因素确定产品是否安全：
申请CE-GPSD指令的办理流程
1、项目申请，递交CE认证申请；
2、资料准备，根据CE认证要求，企业准备好相关的认证文件；
3、产品测试，寄样到实验室进行测试；
4、签发证书，报告审核无误后，颁发CE认证证书。
